Background
Kath Gelber commenced an appointment as Associate Professor in Public Policy at the University of Queensland in January 2011, after nine years at the University of New South Wales. Her research interest is in human rights, with a particular emphasis on freedom of speech and the regulation of hate speech. In 2011 she was the Australian Expert Witness at a United Nations’ regional meeting discussing States’ compliance with the free speech and racial/religious hatred provisions of international law (specifically, Articles 19 and 20 of the ICCPR). In 2009 she presented the prestigious Mitchell Oration in Adelaide on the topic of 'freedom of speech and its limits' (http://www.eoc.sa.gov.au/eo-resources/events/mitchell-oration-2009). In 2011 her book Speech Matters (UQPress, 2011) was a finalist in the Literature (Non-Fiction) category of the Australian Human Rights Awards.
Projects and Linkages
Kath is a current Australian Research Council Future Fellow on a project on ‘freedom of speech in the post 9/11 era. She is the recipient of several other ARC grants, including the current ARC DP 'The Impact of Hate Speech Laws on Public Discourse in Australia' (2010-2012) with co-CI Professor Luke McNamara (University of Wollongong), and the now-completed ARC DP 'Securing Freedom: Freedom of Political Speech in Australia'.
Professional Activities
Kath Gelber is the Immediate Past President of the Australian Political Studies Association. Kath regularly makes submissions to government enquiries into speech-related matters, including academic freedom and anti-terrorism laws.
